To extend battery life, Windows will suspend the USB device by cutting its power supply if the USB device was not being used. Follow these setup to stop Windows cutting the usb device power supply.
Go to Device Manager with 1a or 1b :
Right click Windows Start Menu and click “Device Manager”.

Click Windows Start Menu and type “Device Manager”.

In the Device Manager window, scroll down to “Universal Serial Bus controllers” and click the small arrow to the left to expand it. Right click the USB Root Hub (or similiar) and click “Properties”.

Click the “Power Management” tab and untick “Allow the computer to turn off this device to save power”. Then click "OK".
